Yikes! I see our beloved local council features in this week's edition of Private Eye, where it's described in the Rotten Boroughs section as 'supine'. Reaching for my OED, I see it defines the word as 1. 'lying face upwards' and 2. 'failing to act as a result of laziness or lack of courage'.
Just about right on both scores, eh?

I was going to buy Private Eye after seeing your article richard, but got waylaid by a seller to the Big Issue instead. (Euston being a lurking place of that publication).
As a result I had a choice, Private eye or a glass of Youngs finest. No contest
My dictionary gives it's definition as 'drinking poor quality plonk'.
But I suppose that's what you get for being born on the 1st of April and relying on birthday presents for that kind of thing.
