I don't see why not. That's what I did!
In Germany they have sandpits at entrances to public parks with a notice saying "Hier darf er" or roughly translated "He can do it here" accompanied by a picture of a dog - would be great if TDC were the first local authority to introduce something like this in this country - they could then find a use for these signs!
